Dresden Planning Quick Reconstruction of Carolabridge, Emphasizing Creativity
Plans for the reconstruction of Dresden's Carola Bridge are advancing, with the city aiming for a relatively speedy rebuild without a protracted planning process. However, it should incorporate creative ideas, as demanded by the CDU, who have suggested amendments to the mayor's application for the rebuilding decision.
CDU faction leader Heike Ahnert stated, "We want both speed and creativity. Four car lanes are set, but we also want to accommodate innovative ideas." A double-decker bridge design, similar to one in the Netherlands, has been proposed to demonstrate this possibility. An architectural firm, Ney & Partners, has designed such a bridge, featuring a bike path below the bridge and indentations for pedestrian rest areas that could serve as viewing balconies.
Discussions about a two-level bridge design raise questions about feasibility without a planning process. Dresden mayor Stephan Kuhn and street construction chief Simone Prufer suggest that the bike path could fit within the bridge structure, subject to certain conditions. "It shouldn't be much higher, to preserve the old town's view, and ships must be able to pass underneath," says Kuhn.
To account for all aspects of the new construction, the city has updated its city council proposal for the rebuilding of the Carolabridge. Key points in the proposal include a short construction time, tailored traffic facilities, connection to the Elbe cycle path, the retention of important views, shipping requirements, integration of district heating pipe, and a robust, low-maintenance structure.
The proposed number of car lanes remains undecided, as the planners will base their decision on traffic forecasts. TU Dresden's data shows a clear decrease in car traffic over the past two decades, with the number of vehicles crossing the bridge per day in 2023 being only about 75% of what it was in 2009.
The city administration aims to create a buffer for traffic, even if parts of the bridge need to be closed for maintenance work. A committee consisting of city councillors, architects, chambers of commerce, ADAC, nature conservation associations, and even the Saxon Ministry of Infrastructure will advise the planning process. Addressing the call for increased citizen participation, this committee will ensure public input in the process.
Despite the challenge posed by Germany's aged infrastructure, interest in the new Carolabridge is high. About 200 residents attended a citizens' dialogue in the council chamber on Monday, with another 2,000 watching the live stream.

The new lifestyle aims to have a shorter construction time, tailored traffic facilities, connection to the Elbe cycle path, and a low-maintenance structure, while still preserving key city views and accommodating shipping requirements.
