Enhanced Email Security: The Emerging European Norm for Secure Communication Via Email
The European Commission is working towards standardizing certified digital services within the European Union, aiming for greater interoperability. One significant change on the horizon is the transition from Posta Elettronica Certificata (PEC) to Registered Electronic Mail (REM).
Currently regulated by Presidential Decree No. 68 of 2005, PEC serves as a primary tool for official communications in Europe, particularly in Italy. However, the need for greater interoperability and compliance with eIDAS 2.0 regulation has driven the planned transition from PEC to REM, scheduled for between 2025 and 2026.
The transition will not be mandatory in 2024, with the timeline to be determined by a Decree of the President of the Council of Ministers (DPCM) yet to be published. During this period, the PEC Management System will securely handle connections to the REM mailbox for receiving and sending emails, ensuring a smooth transition for businesses and users.
REM is considered a "SERCQ," a Qualified Certified Delivery Electronic Service, while PEC is considered a "SERC," a Certified Delivery Service. This distinction is crucial, as REM offers greater interoperability and security, making it a new standard for secure communications in Europe.
For Italian businesses operating at the European level, REM offers several advantages. It reduces bureaucratic obstacles, simplifies document management, and ensures compliance with cross-border regulations. REM will provide standardized access and a qualified digital communication tool for public administrations and businesses throughout Europe, facilitating interaction with international entities and partners.
To access REM, it will be mandatory to activate a two-factor authentication system. For verified identification, digital identities like SPID and CIE will be required. Adopting a PEC management system helps overcome the complications of handling two-factor authentication for direct access to the webmail via the REM Provider's site.
The transition from PEC to REM will occur transparently for users, with the responsibility falling on the mailbox providers to upgrade to the European standard. The PEC Management System will allow retroactive interoperability between the retiring PEC channel and the new REM channel, ensuring a seamless transition for users.
While a specific timeline for the transition has yet to be announced, it is essential to stay informed about this change.
