Operators Given Authorization to Oversee 27 Eco-Tourism Locations in Himachal Pradesh

Himachal Pradesh is taking strides towards sustainable tourism with the implementation of the Himachal Pradesh Eco Policy 2024. The state government has announced a partnership program focused on promoting eco-friendly tourism practices.

Under this initiative, 27 eco-tourism sites across the state have been short-listed and readvertised under the operation-maintenance-design model. Among these sites are popular destinations like Triund, Dharamkot, Bir-Billing, and Khabru Waterfall, as well as lesser-known locations such as Saurabh Van Vihar, Multhan, and Neugal.

Each operator will be allotted a maximum of one hectare per site, restricted to eco-friendly activities. The lease period is set at 10 years, extendable by a further five years based on performance.

To encourage local participation, the eligibility norms for bidders from Himachal Pradesh have been relaxed, requiring a minimum annual turnover of ₹1 crore, compared with ₹3 crore for applicants from outside the state.

The reserve price for all 27 sites has been fixed at ₹1.40 crore. Sites like Triund-2, Triund-3, and Bir-Billing carry the highest base price of ₹40 lakh each, while smaller projects, including Nature Park Banikhet and Shaheed Ashok Kumar Jot Park, are priced between ₹20 lakh and ₹10 lakh. Saurabh Van Vihar and Alha camping have a base price of ₹25 lakh. Boh Khabru and Kareri hostel sites have a base price of ₹30 lakh.

Applications for private partnerships in managing these eco-tourism sites remain open until September 26. The partnerships open a market where demand for sustainable travel is steadily rising, offering new livelihood options for local communities in Himachal Pradesh.

The framework for these partnerships is designed to balance tourism with ecological care. No permanent structures will be permitted at these sites, and a focus will be on eco-friendly facilities.

The pre-bid meeting will be held in hybrid mode to address queries from interested bidders. By September 26, no publicly available information specifies which organizations have applied for the contract to manage the 27 eco-tourism sites. However, the initiative could mark a significant step forward in promoting sustainable tourism in Himachal Pradesh.
